It's not voter fraud when WE do it

The Phoenix's David Bernstein has a great post on "ghost voting," by which legislators in several states are able to participate in roll-call votes without being present in their chambers. You've got to see how they do it in Texas:

I am going to be out of the country at election time and may be leaving before the absentee ballots are printed. I need a Texas legislator to vote for me. What's their phone number? They'll need a photo ID, of course.
